In the 50's we spend many days removing wind generators called wind mills.
We removed the massive gears, and blade assembly to use the tower to mount TV
antennas in Minnesota farms.
I'd suggest looking at the design and functionality of the windmills. Very
pragmatic, easy to build, assemble, survived weather extremes, and were tall to
catch fast moving wind.
My grandfather had one at a fishing resort in mid Minnesota that charged a
room full of batteries that provided electricity for the house and 5-8 cabins.
A search for the old windchargers may find a good well tested and simple
model for you.
Now fancy switching electronics should be able to utilize any voltage
(proportional to rotating speed) and charge some batteries. Hope you live on a
Hill. if not, time to go solar electric.
Good luck.

Lindsay Books offers a guide. I haven't read it, but have ordered many books
from them and have always been pleased with the quality.

If anyone wants to share some plans, I'd be willing to spend some time
editing, packaging, prettying things up. :-)
